(A) The City Planner shall let out for bid the work to be performed on the blighted property under the approved Rehabilitation Plan. The bidding shall be done as provided by ordinance.
(B) An Internal Revenue Code 501(c)(3) organization, a local high school, junior college or trade school (“not-for-profit entity”), which proposes performing the work on a blighted property under the Rehabilitation Plan, shall submit a formal proposal to the City Planner. The City Planner shall forward a copy of the proposal with a report containing his or her recommendations to the Mayor. Any agreement with a not-for-profit entity shall be approved by the City Council and shall require the not for profit entity to indemnify the city and hold it harmless from all liability and to carry the insurance coverage and bonds as are necessary to protect the city.
