Within 30 days after acquiring fee simple title to a blighted property, the City Planner shall request that the Director of Buildings prepare a plan to rehabilitate the blighted property (“Rehabilitation Plan”). The Rehabilitation Plan shall at a minimum bring the blighted property into compliance with all requirements of this code. The Rehabilitation Plan shall include an itemization of all work to be done and the estimated costs therefor. The Rehabilitation Plan shall be approved by the Mayor.
