(A) The City Planner shall obtain an estimate of the value of a blighted property from an independent appraiser, a city employee certified to do appraisals or the Township Assessor. The acquisition price for a blighted property shall not exceed its estimated value.
(B) An agreement to acquire a blighted property shall be prepared, or approved, by the Law Department.
(C) The Mayor and City Clerk, with the consent of a majority of the City Council by resolution, are hereby authorized to execute any agreement for the purchase of a blighted property as herein provided, and to do all things necessary and essential, including the execution of any documents and certificates, to purchase a blighted property.
