The city may acquire fee simple title to a blighted property upon evidence that the city or the immediate neighborhood may be negatively impacted by a blighted property. A blighted property negatively impacts its immediate neighborhood or the city when:
(A) The blighted property has been unoccupied for more than 30 days;
(B) Foreclosure has occurred and the blighted property is available for purchase;
(C) The blighted property poses a threat to the public health, safety or welfare; or
(D) The blighted property is unoccupied and there is evidence that illegal entry or vandalism has occurred or is likely to occur.
