For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BLIGHTED PROPERTY. A parcel of residential real property within the corporate boundaries of the city, improved with a structure containing one to four dwelling units, which does not comply with the Building or Zoning Code of the city and is eligible for acquisition pursuant to this chapter.
ELIGIBLE EMPLOYEE. An employee of the city who for at least three consecutive months has received a regular bi-weekly wage payment from the city; and any additional criteria for definition required pursuant to an intergovernmental agreement.
REHABILITATE. To perform work on a blighted property necessary to bring the blighted property into compliance with the Building or Zoning Code of the city.
RESPONSIBLE BIDDER. A purchaser of a blighted property from the city who can demonstrate the ability to pay or obtain financing for, the purchase price, including closing costs and, when applicable, the additional amounts necessary to rehabilitate the blighted property, and who possesses the ability and experience necessary to complete the rehabilitation of the blighted property within six months.
