Whenever a new public or parochial school is to be built in the city, the following rules shall apply:
(A) The contractor shall obtain a wrecking permit;
(B) There must be a building permit of some kind as a matter of record in the office of the Director of Public Works and all fees shall be waived;
(C) The architect must have an engineer sign a sewer permit, which is submitted to the Metropolitan Sanitary District. The permit is then forwarded to the City Engineer, the Mayor and the Director of Public Works, for their signatures. The permit is then returned to the Metropolitan Sanitary District and to the Environmental Protection Agency;
(D) The plumbing contractor shall obtain a permit for any holes he or she is to dig in streets. The plumbing contractor shall also provide the Director of Public Works with a performance bond in the amount of $10,000. A copy of the bond shall be retained in the office, and the original shall be sent to the office of the City Collector as a matter of record; and
(E) The contractor shall agree to replace all defective curbs, gutters and city sidewalks.
