§ 1472.05 ADDITION OF DORMERS.
   (A)   Effect on housing accommodations. No dormer shall be added to a building in order to increase the number of independent housing accommodations of the building.
   (B)   Permit requirements. An applicant for a permit to add a dormer shall file an affidavit, concerning the use of the dormer with the Director of Buildings. The affidavit, upon issuance of the dormer permit, shall be recorded with the County Recorder of Deeds or the Registrar of Titles, as the case may be, the cost of which shall be added to the permit fee. The application for the dormer permit shall be accompanied by a completely detailed and certified architect’s set of plans.
   (C)   Rentals and kitchens prohibited. No rental may be charged for a dormer area, and no kitchen facilities are permitted therein.
   (D)   Time limit for work. All dormer improvements and work, both interior and exterior, shall be completed within six months from the date of the issuance of the dormer permit.
    (E)   Construction specifications.
      (1)   The vertical walls of the dormer shall not extend beyond the existing first-floor structural or bearing wall, and shall be of the same type of construction as the roof on which the dormer is placed.
      (2)   The maximum allowable area for a dormer improvement is 400 square feet, and that original front and rear window attic areas will not be included in the 400 square feet allowed for dormer additions.
      (3)   The maximum total amount of square footage improvements includes all previous dormer construction.
      (4)   Any dormer construction must have a minimum setback from the front bearing wall of a minimum of ten feet.
      (5)   All work shall be in strict accordance with this chapter, the International Building Code (as codified in Chapter 1420), the Planning and Zoning Code of the city and all other pertinent provisions of these Codified Ordinances.
      (6)   Shell construction is prohibited; a dormer permit shall be issued for the complete and finished dormer only.
    (F)   Certificate of occupancy required. No dormer shall be occupied unless a certificate of occupancy therefor is issued by the Director of Buildings.
