All owners, tenants and occupants of all improved lots located within the city, having a lot line which adjoins or abuts an alley and having constructed upon it a building or other permanent structure lying within ten feet of any alley or a fence constructed on or near the lot line adjoining the alley, shall:
(A) On each side of the building, permanent structure or fence which faces the alley affix the numeral portion of the street address of the lot in a manner which is easily readable by a person from the alley and with numeral figures which are no less than three inches and no greater than 12 inches in height; and
(B) Maintain the numerals in a manner which continues to permit them to be easily readable by a person from the alley.
