If a portion of a street, alley, sidewalk, parkway or other public place is blocked by a building which is being moved, warnings to that effect shall be placed so as to warn vehicles against entering that portion so blocked. The person holding the permit to move the building shall keep or cause to be kept warning signs and lights at night on the building to prevent any person or vehicle from colliding with it. The person shall also take every reasonable precaution to prevent the building, or any article or thing used in connection with the moving thereof, from injuring any person or property.
