The LaVergne Historic District and the North Berwyn Historic District are hereby established for the purpose of the educational, cultural, economic and general welfare of the community by:
(A) Protecting, enhancing and perpetuating the distinctive visual characteristics of the Historic Districts;
(B) Recognizing and enhancing those properties which contribute to the character of the Historic Districts and encourage their maintenance;
(C) Safeguarding the city’s historic and architectural heritage, as embodied in the Historic Districts;
(D) Improving property values in the Historic Districts;
(E) Fostering civic pride in the beauty and noble accomplishments of the past, as represented in these Historic Districts;
(F) Strengthening the economy of the city; and
(G) Promoting the use of the Historic Districts for the education and pleasure of the residents of the city.
