(A) The boarding-up of residential and commercial property in the city shall not permanently exist for longer than 30 days. If the property is boarded up for longer than 30 days, then the Director may issue a local ordinance ticket to the property owner and impose a fine until the property is repaired.
(B) If the public health or welfare of the city is threatened by the continued nuisance of either residential or commercial property through neglect, fire or vandalism, then the city may board up the property at the owner’s expense. A lien shall be placed on the property to reimburse the city for the board-up service.
