§ 1458.06 SCAFFOLDS AND LADDERS ON STREETS.
   (A)   It shall be unlawful to erect, construct or place any scaffold or ladder upon any public street, alley or public place located within the city, unless the scaffold or ladder is securely, firmly and properly anchored, constructed and safeguarded so as to prevent harm or injury to any person or property.
   (B)   It shall be unlawful to place or leave any tools or articles on any scaffold, ladder or other place in such a manner that the same can fall into any street, sidewalk, alley or public place from a height of more than four feet.
