No building permit shall be issued after November 14, 2000, for the construction, reconstruction or remodeling of any area intended for use as a sleeping or recreational area which is on the same level or floor of a building on which is located any gas-fired heating unit unless there is at least one fully-functioning carbon monoxide detector which is placed between any gas-fired heating unit and the sleeping and/or recreational area(s) in accordance with the detector’s manufacturer’s recommendations.
