(A) Action on application. The Director shall examine, or cause to be examined, all applications for permits and amendments thereto within a reasonable time after filing. If the application or the construction documents do not conform to the requirements of all pertinent laws, the Director shall reject the application and notify the applicant, stating the reasons therefor. If the Director is satisfied that the work described in the application and construction documents conforms to the requirements of this Building Code and all laws and ordinances applicable thereto, the Director shall issue a permit therefor as soon as practicable.
(B) Signature on permit. The Director’s signature shall be attached to every permit, or the Director shall authorize a subordinate to affix the signature thereto.
(C) Approved construction documents. The Director shall stamp or endorse, in writing, both sets of construction documents “Approved,” and one set of the approved construction documents shall be retained by the Director and the second set shall be kept at the building site, open to inspection by the Director or his or her authorized representative at all reasonable times.
(D) Approval of foundation or part of building or structure. The Director is authorized to issue a building permit for the construction of foundations or any part of a building or structure before the construction documents for the whole building or structure have been submitted, provided that adequate information and detailed statements have been filed complying with all of the pertinent requirements of this Building Code. The holder of the building permit for the foundation or other parts of a building or structure may proceed with the building operation at the holder’s own risk and without assurance that a building permit for the entire structure will be granted.
(E) Posting of permit. A true copy of the permit shall be displayed on the site of operations, open to public inspection during the entire time of the prosecution of the work and until the completion of the same.
(1) Removal, destruction or defacement of permits. No person shall remove, destroy or deface any permit which has been posted pursuant to and in compliance with this Building Code.
(2) Illegal use of permits. No person shall alter or change any information or part of a permit once the permit has been issued by the city, and no person shall post or otherwise use any duly issued permit for any project, work, location or purpose other than that for which the permit was issued by the city.
(F) Notice of start. At least 24 hours prior to the start of work under a permit, notice shall be given to the Director.
