§ 1440.05 DIRECTOR OF NEIGHBORHOOD AFFAIRS.
   (A)   Establishment. There is hereby established within the Building Department the office of Director of Neighborhood Affairs, who shall perform under the supervision and direction of the Building Director. The Director of Neighborhood Affairs shall be appointed by the Mayor, with the advice and consent of the Council.
   (B)   Duties. The duties of the Director of Neighborhood Affairs shall include:
      (1)   Department of Neighborhood Affairs. The Director of Neighborhood Affairs shall formulate and implement the programs and policies of the Department of Neighborhood Affairs; provide administrative planning, coordination, direction and review of department operations and personnel;
      (2)   Reports and violations. The Director of Neighborhood Affairs shall review inspection reports concerning blight conditions and order violation notices sent; notify residents of hearings; compile case documents and materials; present findings to the local ordinance court and make recommendations regarding violations; report on past cases indicating if residents have complied with local ordinance court orders and follow up on outstanding violations; work with the city’s attorneys when cases go to court;
      (3)   Information. The Director of Neighborhood Affairs shall attend a variety of meetings with officials of other organizations, other city departments, the City Council and the general public, providing information as requested;
      (4)   Department operations. The Director of Neighborhood Affairs shall forecast operational needs, anticipate costs and develop department budget; maintain department operations within the confines of existing budgetary allotments;
      (5)   Records and reports. The Director of Neighborhood Affairs shall prepare, review and/or submit all records, reports and files concerning Neighborhood Affairs activities;
      (6)   Vacant buildings. The Director of Neighborhood Affairs shall order vacant buildings to be boarded up; attempt to have property maintained by owner or institute procedures required for city maintenance; and
      (7)   Other duties. The Director of Neighborhood Affairs shall perform other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
