§ 1440.02 BUILDING DIRECTOR.
   (A)   Establishment; appointment; compensation. There is hereby established the office of Building Director, also known as the Director of Buildings, who shall perform, under the supervision and direction of the Mayor, the duties set forth in division (B) hereof. The Director shall be appointed by the Mayor, with the advice and consent of Council, and shall receive compensation as is fixed by Council in the annual appropriation ordinance.
   (B)   Duties. The Building Director shall:
      (1)   Have general charge and supervision of the construction, alteration, repair, raising, lowering, underpinning, moving, wrecking, equipment, use, occupancy and maintenance of buildings, walls, structures or portions thereof or accessories thereto, in the city, and enforce all ordinances relating thereto;
      (2)   Have charge and supervision of all electrical construction, boiler installation and plumbing, heating, ventilating, refrigerating and air conditioning systems, and the inspection thereof;
      (3)   Engage and remove the assistants, inspectors and employees, with the concurrence and the approval of the Mayor, as may be deemed wise by him or her or for whom provisions are made in the annual appropriation ordinance;
      (4)   Institute measures and prescribe rules and regulations for the control of his or her subordinate officers and employees to ensure strict enforcement of the applicable provisions of these Codified Ordinances, with due regard for the rights of owners and builders in the enforcement thereof;
      (5)   Have the right, where he or she finds a building in an unsafe condition as to endanger life, to forthwith notify, in writing, the owner thereof and to put into effect precautionary measures as may be necessary or advisable in order to place the building in a safe condition;
      (6)   Have the power to stop the construction of a building which is in violation of the International Building Code, as codified in Chapter 1420, or the alteration and repair of a building which, in his or her judgment, is unsafe for the uses and purposes for which the same shall be used;
      (7)   Keep a proper set of records for the purpose of showing an accurate account of all building plans approved and the valuation, location and character of the buildings. He or she shall render a monthly account to Council of all transactions of his or her office and shall annually, on or before February 1 of each year, prepare a report showing a detailed list of the entire work of the Department during the previous year;
      (8)   Pass on all questions relating to the strength or durability of buildings or structures. He or she shall examine and approve all plans before a permit is issued and shall see that reports of inspection are filed for all buildings. The report shall bear the signature of the person making the inspection; and
      (9)   To issue all necessary notices and orders to abate illegal or unsafe conditions to ensure compliance with the code requirements for the safety, health and general welfare of city residents and the public.
