(A) Any alarm user whose alarm system reports more than three false alarms in a calendar year which result in a public safety response shall be issued a local ordinance citation of the above violation by the Police Department. Each citation shall have a prescribed court date at the City of Berwyn local court location. The registered owner of the alarm shall be the party responsible for the citation. The registered alarm owner may either (i) attend the court date or (ii) elect to pay the fees set forth below in lieu of attending said court date:

(B) The Police Department shall promptly, in writing, notify any alarm user that a false alarm activation has been transmitted from an alarm site owned, controlled or operated by the user by issuing and mailing a warning citation. Upon receipt of notice of a fourth false alarm, the Police Department shall issue a citation in accordance with division (A) above.
