The chief or head of each department who may render emergency services or emergency action shall provide a written description thereof to the Director of Finance. The Director of Finance shall then cause an invoice to be issued addressed to the person responsible for payment. The person who is obligated to pay the amount shall pay the amount within 30 days from the date of the invoice.
