For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
EMERGENCY ACTION. Any action taken at or near the scene of a hazardous material emergency incident to prevent or minimize harm to human health, to property or to the environment from the unintentional release of a hazardous material.
HAZARDOUS MATERIAL. A substance or material in a quantity and form determined by the United States Department of Transportation to be capable of posing an unreasonable risk to health, safety or property when transported in commerce.
PERSON. An individual, a corporation, a partnership, an unincorporated association or any unit of federal, state or local government.
