Every owner or tenant of any premises in the city which abuts upon an alley shall keep the alley, immediately abutting upon the property and extending to the centerline thereof, at all times free and clear of ashes, cinders, barrels, boxes, manure, weeds, bushes, refuse or rubbish of any kind.
