No hotel or house swill, garbage or offensive material of a liquid or partly liquid nature that is not removed or required to be removed by the Department of Streets and Sanitation, shall be transported through or along any street or alley in the city, except in tightly covered and bound casks or boxes. None of the contents of the casks or boxes shall be allowed to fall, leak or spill therefrom.
