For the proper and economical separation and collection of garbage/refuse, landscape waste and recyclable materials, every owner or tenant occupying premises in the city shall provide a separate receptacle for each class of waste, and every owner or tenant shall cause the waste from his or her premises to be placed in receptacles as follows.
(A) All receptacles/containers shall be specified and approved from time to time by Council, pursuant to a contract with the private collector or disposal contractor.
(B) It is the owner’s or tenant’s responsibility to ensure that the receptacles are sufficient in size and number to hold one week’s accumulation of the specified class of waste, and the receptacles shall at all times be maintained in good order.
(C) All receptacles shall be commercially constructed with close-fitting covers and shall be watertight. Concrete receptacles are prohibited.
(D) Filthy, leaky or defective receptacles shall be promptly cleaned and repaired, or replaced with new ones.
(E) All receptacles shall be placed close to the public alley abutting the property for which they are provided and shall be easily accessible to the collector. The keeping or storing of receptacles on a street, alley, park or public place in the city is prohibited.
(F) Garbage/refuse shall be drained of moisture and wrapped in paper or plastic before it is deposited in the receptacle or container. Receptacles to which garbage or refuse is frozen through failure to observe the provisions of this section, and all garbage receptacles containing water, slop, manure, animal feces or similar offensive matter will not be emptied by the collector.
(G) From time to time the matter of preparation of various wastes and the prescribed receptacle will change due to changes in the private collector or disposal contractor or changes by the city in the Recyclable Material Program or Landscape Waste Program.
