§ 1060.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ASHES. The residue resulting from the combustion of any substance.
   COMPOST. The humus-like product of the process of composting landscape waste, which may be used as a soil conditioner.
   COMPOST BIN. An enclosure constructed of concrete blocks, brick, wood, woven wire or durable plastic which surrounds a compost pile.
   COMPOST PILE. An area in which composting takes place.
   COMPOSTING. The biological treatment process by which microorganisms decompose the organic fraction of landscape waste, producing compost.
   GARBAGE. All rejected waste, household food, offal, swill and carrion. GARBAGE includes but is not limited to paper, rags, cans, bottles, litter, rubbish, trash of any nature and the animal and vegetable waste resulting from the handling, preparing, cooking and consumption of food.
   LANDSCAPE WASTE. All accumulations of grass or shrubbery cuttings, leaves, tree limbs and other materials accumulated as the result of the care of lawns, shrubbery, vines and trees.
   MANURE. The excrement of any domestic animal or fowl and stable bedding.
   MISCELLANEOUS WASTE. All refuse except garbage, ashes and manure.
   NONCOMMERCIAL RESIDENCE. A single-family residence or a multi-family residence of four or fewer units, as opposed to commercial residential property, which includes residential units of five or more units.
   RECYCLABLE MATERIALS. Newsprint, paper, recyclable plastics, aluminum cans and glass (all colors).
   RECYCLABLE MATERIALS PROGRAM AREA. All single-family residences and multi-family residences with four or fewer dwelling units.
   REFUSE. Combustible trash, including but not limited to paper, cartons, boxes, barrels, wood, excelsior, wood furniture and bedding; noncombustible trash, including but not limited to metals, tin cans, pieces of concrete, glass, crockery and other mineral wastes; and street rubbish, including but not limited to street sweepings, dirt, catch-basin dirt and contents of litter receptacles. However, REFUSE shall not include solid wastes resulting from industrial processes and manufacturing operations, such as food processing wastes, boiler house cinders, lumber from lumber processing, scraps and shavings. Notwithstanding anything contained hereinabove to the contrary, REFUSE shall not be deemed to include recyclable materials or landscape waste.
   RESIDENCE. A single household unit occupying a house or apartment wherein the occupants may or may not be related by blood or marriage.
