The Public Works Director, the City Treasurer or the City Attorney shall institute proceedings in the name of the city, pursuant to Chapter 292 of these Codified Ordinances, or in a court having jurisdiction over such matters, against any property owner for which a water or sewer bill remains unpaid 40 days after it has been rendered.
