§ 1048.05 CHARGES WHEN METER REGISTERS IMPROPERLY.
   Whenever a water meter, by reason of it being out of repair or for any other reason, fails to properly register the water passing through the same, the consumer shall be charged at the rate shown for a corresponding time the previous year under like conditions, or at an average rate for the corresponding time for the previous three years, if the consumer had water and sewer service at the location for that length of time. If no record of a previous year exists, then the Director of Public Works shall estimate or determine, so far as he or she can, the amount of water consumed during the time the meter failed to operate, and the consumer shall pay for the amount so estimated.
