(A) Generally. Except as otherwise provided, charges for sewerage service shall be based on the amount of water used as recorded by water meters.
(B) Residential class of sewer users.
(1) Bills for residential service shall be rendered four times a year.

(E) Sewer charge for out of city limits users.
(1) The charge for sewer services, based upon the quantity of water supplied through meters, shall be fixed by the following scale, effective January 1, 2014.
(2) In order for the city to pay for the operation and maintenance of the sewer system and to derive revenue for the payment of necessary expenses, including the repayment of any bonds issued to raise revenue therefore, there is established a sewer service charge of $2.05 per 1,000 gallons of water consumed which shall be payable by all out of city limits users of the City of Berwyn sewer system.
(3) Any sewer connection originating outside the city limits shall be subject to a $5,000 connection charge.
(F) Increase in charges.
(1) Each and every rate and figure contained in this chapter shall be adjusted annually to be effective on January 1 of each fiscal year, in comprehensive amounts as determined by the Director of Finance in accordance with the language contained above in amounts or percentages as necessary.
(2) The sewer rate is hereby adjusted by an increase of 5% for applicable rates for the year ______.
