Council is hereby authorized to make rules and regulations consistent with this chapter, for connections to the combined waterworks and sewerage system and specifying the types and sizes of pipes and all the other appurtenances and extensions thereto, as may be deemed necessary, and may amend the same from time to time. All service pipes and connections to the system shall comply with the specifications and rules.
