No person shall open or otherwise disturb a street, alley, public ground or place for the purpose of laying water and sewer pipes, or making connections with water and sewer pipes, without first obtaining a permit to do so from the Director of Public Works. The permit shall be granted only to licensed plumbers. This section does not apply to the opening or disturbance by the Waterworks and Sewerage Department.
