(A) Whenever he or she deems it necessary or advisable to have laid or extended any water or sewer main, or water supply pipe in the city, the Director of Public Works shall report to the Mayor and Council the proposed location and the extent of the same, together with the size of pipe and all equipment necessary or advisable to be laid and the probable expense thereof.
(B) No water or sewer main shall be laid or extended unless upon approval of the Council for the laying or extension of the same and fixing the location thereof, the size of pipe to be used and the maximum cost of the same.
