Earth that is taken from an excavation, other than sand to be used in the construction of a building, and rubbish taken from buildings shall not be stored on the sidewalks or roadways of streets, and shall be removed therefrom from day to day as rapidly as it is produced. When dry rubbish is being handled, it shall be kept wetted down so as to prevent its being blown about by the wind.
