For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CITY. The City of Berwyn, Cook County, Illinois.
LESSEE. Any person to whom the possession, or the right to possession, of a pre-recorded video is transferred for valuable consideration, including but not limited to cash, credits, property or services, which is paid by the lessee or by someone else.
LESSOR. Any person engaged in the business of renting or leasing pre-recorded videos to persons. For purposes of this chapter, the objective of making a profit is not necessary to make the renting activity a business.
PERSON. Any natural individual, firm, partnership, association, joint stock company, joint venture, public or private corporation, or a receiver, executor, trustee, conservator or other representative appointed by order of any court.
RENTING. Any transfer of the possession or right to possession of a pre-recorded video to a user for valuable consideration.
VIDEO. Any VHS, DVD and any other pre-recorded form of entertainment that is rented, and includes video games and machines/devices used with those games.
