(A) Notwithstanding any provision of this Code to the contrary, the total number of location licenses issued to video gaming cafés shall not exceed 15.
(B) No licensed establishment, other than a video gaming café, shall be suitable for licensure if it has operated within the city for less than one year. The Liquor Commissioner may waive the provisions of this division (B) on a case-by-case basis upon the conclusion of a hearing conducted in accordance with § 879B.15.
