(A) Every window cleaner licensed as required in § 878.02, and every owner or lessee of a building fronting on a street, shall see that the workers actually engaged in cleaning windows are provided with safety devices, to be approved by the Director of Public Works, consisting of a rope and belt with terminals so designed that the same shall fit in and become a part of the safety devices on windows for which they are used.
(B) No person, while engaged in the work of cleaning windows, as licensed under this Title Two of Part Eight – The Business Regulation and Taxation Code, shall use any appliance of a loose or defective nature while washing windows on the outer side thereof. The person shall also see that the safety device required by division (A) hereof is firmly attached to his or her person. No person shall place or permit to be placed a receptacle for water, or another heavy object, on the outer edge of a window, unless the object is firmly hooked to the safety plate or device of the window frame.
