(A) Rates. Charges for taxicab service shall not exceed $1 for the first one-half mile or portion thereof, and $1 for each succeeding mile or fraction thereof. The hourly rate for waiting time shall be not more than $6 per hour. No extra charge shall be made for additional passengers or for baggage or parcels the size of which permits them to be carried in the cab.
(B) Payment required. No passenger shall fail or refuse to pay the lawful fare at the termination of a trip.
(C) Receipts. Upon paying his or her fare, each taxicab passenger shall be given a receipt showing the amount so paid and the name of the person operating the cab, together with the number of the cab if the person operates more than one cab in the city.

(A) Required. No license to operate a taxicab in the city shall be issued unless and until the Parking and Traffic Committee certifies that public need for taxicab service requires the additional service to be rendered by the applicant.
(B) Determination of necessity. In deciding whether or not to issue a certificate of necessity, the Parking and Traffic Committee shall consider the need of the public for taxicab service, the number of cabs in operation and the anticipated future demands.
(C) Not required for license renewal. No certificate is required for the renewal of the license required in § 873.02.
(D) Revocation or modification. If a person licensed under § 873.02, on whose behalf a certificate of necessity has been issued under this section, fails to operate all or any of the taxicabs covered by the certificate for a period of six consecutive days, then the certificate may be revoked or modified after a hearing pursuant to Chapter 292 of these Codified Ordinances, so as to cover and authorize only the number of cabs actually operated.
