The President of the Board of Health and other authorized city officers may make the rules for the handling, storing, delivery and inspection of water to be sold for domestic use under this chapter as shall, from time to time, be necessary to prevent the distribution, for domestic purposes, of any impure water or water that is contaminated either chemically or bacteriologically. No person shall refuse or neglect to obey any lawful rule.
