No item containing precious metals or gems shall be resold or changed in any manner for 30 days after the purchase thereof. A copy of the record of purchase required by § 864.03, a bill of sale or a ledger of purchase shall remain accessible to inspection by authorized personnel of the Police Department or the City Collector’s office.
