(A) Solicitors for funds must comply with the Solicitation for Charity Act, ILCS Ch. 225, Act 460, § 0.01 et seq., if applicable, and must register with the City Clerk at least three days prior to soliciting funds. In registering, the applicant must furnish all the information required in the application for a license as provided in § 860.02 and evidence of compliance with this Title Two of Part Eight – Business Regulation and Taxation Code, if applicable, but no license fee or license shall be required for the solicitation.
(B) Solicitors for funds for an organization which has had a fixed place of operation in the city for over two years and exempt from the registration required in division (A) hereof, provided that the organization has on file in the city, at a place accessible to the City Clerk, a list of names and addresses of its solicitors available for inspection and provided, further, that the organization is in compliance with the Act referred to in division (A) hereof.
