Any person who wishes to reserve a specific location for a proposed newsstand may do so by filing the appropriate application and paying the license fee. Any person who so reserves the location shall construct the proposed newsstand within six months of the date of the application, and failure to so construct shall result in a loss of the reserved location, unless an extension is granted upon good cause shown.
