(A) All newsstands shall be kept in a clean, orderly and sanitary condition. Exteriors shall be maintained and properly painted. The stands shall be located so as not to interfere with the use of the street or sidewalk by the public. Clearance for pedestrians walking on the public sidewalk shall be at least five feet.
(B) The newsstands must be free from nails, hooks or anything that might protrude in a way as to tear the clothing of, or injure, persons passing on the sidewalk.
