The maintenance of newspaper stands upon public streets shall be under the direction and supervision of the Director of Neighborhood Affairs. Nothing shall be exhibited, offered or sold from a newsstand, except single issue or periodic publications, including but not limited to hardbound or paperback books, handbills, pamphlets, leaflets, advertisements, posters and newspapers. No person shall use a newsstand for any purpose other than for the sale of the items.
