The Board of Health and the Police Department shall, from time to time, and at least twice a year, make an inspection of each massage establishment regulated by this chapter for the purposes of determining that this chapter is complied with. The inspection shall be made at reasonable times and in a reasonable manner. No operator of a massage establishment shall fail to allow the inspection officer access to the premises or hinder the inspection officer in any manner.
