For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ADMINISTRATIVE OFFICIAL. The Mayor, or his or her authorized representative, who shall enforce this chapter.
EMPLOYEE. A person, other than a masseur or masseuse, who renders any service for the operator of a massage establishment and who receives compensation directly from the operator but has no physical contact with customers or clients.
MASSAGE. Any method of pressure on, friction against, stroking, kneading, rubbing, tapping, pounding, bathing, touching, binding, painting, irritating or stimulating, external soft parts of the body with hands or with the aid of any manual, mechanical or electrical apparatus or appliance, with or without the supplementary aids as rubbing alcohol, liniments, antiseptic oils, powder, cremes, lotions, soaps, ointments or other similar preparations commonly used in the practice of massage.
MASSAGE ESTABLISHMENT. An establishment at which a person engages in or carries on or permits to be engaged or carried on, any of the activities mentioned in the definitions of massage hereof.
MASSAGE SERVICES. The providing of a massage by any person.
MASSEUR or MASSEUSE. A person who, for any consideration whatever, engages in the practice of massage.
SEXUAL OR GENITAL AREA. Includes the genitals, pubic area, anus or perineum of a person and the vulva or breasts of a female.
