(A) License required; exception. No person shall engage, in the city, in the business of cleaning, collecting or transporting the contents of catch basins or sewers, or in any manner engage in the business of cleaning catch basins and sewers, without first obtaining a license therefor. However, licensed plumbers or drain layers who clean catch basins or sewers as incident to the repair of the catch basins or sewers are not required to obtain the license.
(B) Contents of sewers and catch basins.
(1) Storage and disposal. The contents taken from catch basins and sewers in cleaning and repairing the same are not permitted to remain in any receptacle or vehicle used to transport and remove the contents. The contents shall be disposed of at a proper place of disposal outside the city. No receptacle or vehicle containing the contents shall be stored overnight in any building, yard or other place on public or private property in the city.
(2) Conveyance of contents. All contents so taken from catch basins and sewers shall be conveyed to the place of disposal either in closely covered watertight iron, galvanized iron or steel receptacles, and no person shall collect or remove the contents of catch basins or sewers in wooden receptacles or haul the contents in wooden boxes.
(C) Cleanliness of equipment. Vehicles, receptacles or utensils used in connection with the cleaning of sewers and catch basins, when not in use, shall be kept in a clean condition.
(D) Basin cleaning procedure. Each catch basin that is cleaned shall have the entire liquid and solid content thereof removed to the bottom of the basin, and after completion of the cleaning operation, the basin shall be filled to the elevation of the trap with clean water.
