All vending machines for which a license is required under this chapter shall be kept in a clean and sanitary condition and shall be thoroughly cleaned at least once each month that they are in operation. No person shall permit stale foodstuffs and beverages or opened containers to accumulate in any vending machine and no unwrapped foodstuffs shall be stored or sold in any vending machine.
