(A) A bicycle offered for rent by a bicycle shop shall be equipped with lights and all safety equipment required and shall be kept in safe working order.
(B) The Superintendent of Police shall make a periodic examination of any rental agency to ascertain that it is complying with all the requirements of the laws of the city and the state.
(C) The Superintendent shall also inspect all bicycle shops periodically and check all used bicycles to see that they meet all safety requirements as to lights and equipment.
