§ 813.04 SANITARY REQUIREMENTS.
   (A)   Every person licensed as required in § 813.02 to conduct a beauty parlor shall keep, at all times, the premises where the establishment is conducted in a clean and proper sanitary condition. All necessary measures shall be taken to properly safeguard the life and health of all patrons of the establishment and of all persons employed in the establishment against communicable and contagious diseases.
   (B)   Except as permitted by federal or state law, no person suffering from a communicable disease shall be employed in a barber shop.
   (C)   All towels and washcloths used in the establishment shall be washed with soap and water and boiled before being used on another patron. All receptacles, fingerbowls, utensils, vessels, appliances or other items used in the establishment shall at all times be kept in a clean and sanitary condition.
   (D)   All scissors, clippers, tweezers, needles, razors, scalpels, combs, brushes, blackhead removers or other instruments used must be kept clean and free from infected material, and must be thoroughly sterilized by the application of an approved disinfectant or by boiling whenever used upon a person showing any sign of a disease of the skin or scalp.
   (E)   The use of powder puffs, sponges and styptic pencils in the establishment is prohibited.
   (F)   Shaving mugs and brushes must be thoroughly scalded before being used upon a patron. Headrests must be covered with a clean cloth or paper. The covering shall be removed after each use by a patron.
