§ 809.06 AUTOMOBILE WASHES.
   (A)   Defined. As used in this section, AUTOMOBILE WASH means a building or structure where the business of washing or polishing motor vehicles, or any part thereof, is carried on.
   (B)   License required. No person shall engage in the business of conducting an automobile wash without first obtaining a license therefor.
   (C)   License applications; driveway bonds. In addition to the license application requirements of Chapter 801, an application for the license required in division (B) hereof shall include the number of persons to be employed and a sketch and diagram of the business premises, including all driveways and entrances thereto. For all driveways, the applicant shall provide proper driveway bonds, subject to the approval of the Director of Public Works.
   (D)   Cleanliness; compliance with ordinances. All automobile washes licensed as required in division (B) hereof shall be conducted and maintained only after complete compliance with the Planning and Zoning Code of the city and all other ordinances of the city. Each automobile wash shall be kept and maintained in a clean condition, and no oil, grease, dirt, refuse or inflammable material of any kind shall accumulate in any manner so as to constitute a fire hazard or be tracked away from any automobile wash onto streets or sidewalks of the city.
   (E)   Obstructions. No vehicle or other article used in connection with an automobile wash licensed as required in division (B) hereof shall block the streets, parkways or sidewalks near or adjacent to the automobile wash or interfere with the free use of the streets, parkways or sidewalks by the public.
