No goods, wares, merchandise or any other thing shall be sold, or exposed for sale, at an auction in any street, alley or public place in the city. Every auction shall be held or conducted in a store, warehouse or other proper place, which shall be so arranged that none of the bidders or bystanders will be compelled or required to stand or remain on a street or sidewalk in front of the store, warehouse or other place in a manner as to obstruct free travel.
