(A) No person shall sell real or personal property at public auction in the city without first obtaining a license therefor.
(B) No license, however, shall be issued for the sale at public auction of motor vehicles, and no person shall engage in the sale, except as provided in division (C) hereof.
(C) All sales of real and personal property, including motor vehicles, at public auction required under and by virtue of legal process or by the city may be made without a license and shall not be unlawful or prohibited.
