§ 804.22 APPEAL OF COMMISSIONER’S ORDER.
   An appeal of an order of action of the Liquor Control Commissioner, being timely filed, shall be limited to a review of the official record of the proceedings of the Commissioner. A certified official record of the proceedings, as taken and prepared by a certified court reporter or certified shorthand reporter, shall be filed by the Commissioner within five days after notice of the filing of the appeal to the Illinois State Liquor Control Commission. The certified official record shall be the sole evidence presented in the review before the Illinois Liquor Control Commission and shall serve in lieu of a trial de novo.
